Diagnostic Study on the Identification of Haitian Migrants Residents in the Dominican Republic

WASHINGTON, DC – The Organization of American States (OAS) drafted the “Diagnostic on the Identification of Haitian Migrants Residents in the Dominican Republic” in response to a request from President Danilo Medina, of the Dominican Republic, and Prime Minister Laurent Lamothe, of Haiti.

The “Diagnostic” is a working document. The OAS has requested that the appropriate authorities from each Government offer their observations and suggestions.

Once it receives that input, if so requested, the Hemispheric Institution will seek financial assistance from the international community.

As stated in the “Diagnostic”, the OAS recognizes that the sole authority for providing national documentation to Haitian nationals, including birth certificates, national identity cards and passports, lies exclusively with the Government of Haiti.
