Caribbean National Security and Law Enforcement to discuss recommendations of Police Commissioners and Military Chiefs
BASSETERRE, ST. KITTS – The operational elements discussed at the 9th Meeting of the CARICOM Standing Committee of Commissioners of Police and Military Chiefs held here last week will be presented to the Sixth Meeting of the Council of Ministers responsible for National Security and Law Enforcement.
Speaking at his monthly press conference on Tuesday, St. Kitts and Nevis Prime Minister Hon. Dr. Denzil L. Douglas said the objective of the Meeting was to consider the decisions of the Thirteenth Special Meeting of the Conference of Heads of Government which focused on Crime and Security, and to discuss the mechanisms to be utilized in order to implement the Action Plan agreed to by Caricom Heads of Government.
“The Meeting addressed the continued efforts on the development of a Regional Crime and Security Strategy, the implementation of the Regional Investigation Management System (RIMS), and the Regional Integrated Ballistics Information Network (RIBIN),” said Dr. Douglas.
He disclosed that other issues addressed at the meeting held here included increased capability and co-ordination among law enforcement agencies; the use of available technology in the detection, deterrence and seizure of illegal drugs; comprehensive crime scene management including the use of DNA; the establishment of counter-kidnapping units; and training of personnel in homicide and gang investigations.
He said that the Regional Justice Protection Programme was also addressed and the Standing Committees have committed to continue work to ensure full development of the Programme.
