ST. JOHN’S, Antigua – The Government of Prime Minister Dr. the Hon. W. Baldwin Spencer on Friday signed four bilateral agreements with the Government of the People’s Republic of China during a visit to Antigua and Barbuda by State Councilor Her Excellency Madame Liu Yandong.
The four agreements pave the way for the commencement of a number of projects including the construction of a new terminal building at the V.C. Bird International Airport and the provision of laptop computers for the government’s “One Laptop per Child” programme.
The complete list of the agreements signed is as follows:
1. The Framework Agreement Between the Government of Antigua and Barbuda and the Government of the People’s Republic of China on the Provision of Concessional Loan for the new terminal building at the V.C. Bird International Airport. Signed by the Hon. John Maginley, Minister of Tourism, Civil Aviation and Culture and Ambassador Liu Hanming, China’s Ambassador to Antigua and Barbuda.
2. Agreement on Economic and Technical Cooperation Between the Government of Antigua and Barbuda and the Government of the People’s Republic of China. Signed by the Hon. Harold E. Lovell, Minister of Finance, the Economy and Public Administration and Ambassador Liu Hanming, China’s Ambassador to Antigua and Barbuda.
3. Memorandum of Understanding Between the Ministry of Science and Technology of the People’s Republic of China and the Ministry of Information, Broadcasting, Telecommunications, Science and Technology on Strengthening of Bilateral, Scientific and Technological Cooperation. Signed by Senator the Hon. Dr. Edmond Mansoor, Minister of State with responsibility for Information, Broadcasting and Telecommunications and the Hon. Cao Jianlin, Vice Minister of Science and Technology.
4. Agreement Between the Ministry of Science and Technology of the People’s Republic of China and the Ministry of Education, Sports, Youth and Gender Affairs of Antigua and Barbuda on the Donation of Laptop Computers. Signed by Dr. the Hon. Jacqui Quinn-Leandro, Minister of Education, Sports, Youth and Gender Affairs and the Hon. Cao Jianlin, Vice Minister of Science and Technology.
