U.S. Virgin Islands completes installation of electronic document land management system

HOUSTON – The U.S. Virgin Islands of St. Croix, St. Thomas and St. John have completed the installation of Landata e-STAR Plus, a comprehensive Solution for Total Automation of Records for county clerks and recorders.

The installation also incorporates Internet access capability, including an e-commerce module allowing the public to purchase officially recorded documents.

Landata e-STAR Plus is an end-to-end program that manages real property documents.

“As promised, we utilized technology to provide our constituents with secure land record information,” said Lt. Gov. Vargrave Richards, United States Virgin Islands. “Our new Virgin Islands Web site offers both disaster recovery and the ability to provide e-commerce over the Internet. We will recognize new incremental revenue to help self-fund operations and reduce taxpayer burden.”

St. Croix, St. Thomas and St. John utilize Landata’s e-STAR recordation system to maintain all new land document filings. In addition, Landata scanned all land documents back to the sovereign, providing a complete land document record.

Each island’s e-STAR system uploads its processed documents on a daily basis to Landata’s San Antonio, Texas, data center, which updates the Web site at http://www.virginislands.us.landata.com/ containing all St. Croix, St. Thomas and St. John land documents.

“The new Virgin Islands Internet land record Web site meets the requirements outlined by the lieutenant governor,” said Alan Cellura, president of Landata Technologies. “In addition to the disaster recovery capability of the system, the e-commerce module functions as a remote over-the-counter facility.”
