Miami Dade Mayor appoints Community and Economic Development and Finance Directors

MIAMI – Miami-Dade County Mayor Carlos Alvarez has appointed two new directors to his management team. Shalley Jones Horn will serve as Director of the Office of Community and Economic Development and Carter Hammer as Director of Finance. Per County Charter, Mr. Hammer’s selection is the result of a joint appointment of Mayor Alvarez and Clerk of Courts Harvey Ruvin.

Shalley Jones Horn

Ms. Horn brings extensive experience in banking, housing and community development. Her most recent experience includes serving as Florida Director for Community Development for Fannie Mae, where she was responsible for dealing with urban housing challenges urban revitalization, workforce housing and foreclosure prevention.

In her new position, Ms. Horn will be working closely with the Miami-Dade Housing Agency, the Housing Finance Authority, the Homeless Trust and other agencies to meet our community’s housing and development challenges.

Ms. Horn holds Ph.D. and Master’s degrees from Florida International University and a Bachelor’s from University of Miami.

Carter Hammer

Most recently, Mr. Hammer served as Chief Financial Officer, Treasurer and Auditor for the Palm Beach County Clerk’s Office. There, he managed an investment portfolio of more than $2 billion and maintained an AAA bond rating.

Mr. Hammer will be reviewing Miami-Dade County’s debt portfolio and advising the administration of any necessary actions needed to mitigate the current market’s instability. He will also be reviewing the County’s investment policy to ensure sound and safe investments as well as other. The new Finance Director will work closely with the Commission Auditor to educate and inform the administration on significant bond related and financial items, as well as other financial duties.

Mr. Hammer holds a Master’s of Accounting from Florida International University, an MBA from Florida Atlantic University and a Bachelor’s degree from University of Miami.
